Phase 2 of NOM-051-SCFI/SSA1-2010 came into effect on October 1, 2023, establishing new adjustments to the criteria for assigning warning labels on food products. This update is based on the nutritional profile of the products, impacting those marketed in Mexico.

If you are an importer, manufacturer, marketer or person responsible for food products intended for the final consumer in Mexico, it is essential that you comply with the recent changes to NOM-051-SCFI/SSA1-2010. To continue operating within the legal framework, you must renew or request the Certificate of Conformity and/or the Compliance Opinion that certifies that your products comply with the new labeling and nutritional profile requirements.

PHASE 3 OF THE NOM-051-SCFI/SSA1-2010

Phase 3 of NOM-051-SCFI/SSA1-2010: Changes in Front Labeling as of October 1, 2025

Phase 3 of NOM-051-SCFI/SSA1-2010 will come into force on October 1, 2025, representing the last stage of the modifications to the regulations on food product labeling in Mexico. This phase establishes new criteria and requirements for front warning labeling, affecting both domestic and imported products sold in the country.

Modality of Certificate of Conformity NOM-051-SCFI/SSA1-2010 for National and Imported Products

The Certificate of Conformity is a key document that ensures that domestic and imported products comply with the requirements of NOM-051-SCFI/SSA1-2010, which regulates commercial information and labeling of food and non-alcoholic beverages in Mexico.

When is the Certificate of Conformity Applied?
Before Marketing:
The Certificate of Conformity is issued for domestic and imported products prior to their marketing in Mexican territory, guaranteeing that they comply with the requirements established by NOM-051-SFCI/SSA1-2010.

Before Customs Clearance:
For foreign products, this document is also necessary before customs clearance, certifying that the products are in compliance with Mexican standards from their origin, facilitating their import process.

Adaptation for Industry and Consumers

NOM Implementation Phases-051-SCFI/SSA1-2010:

The Mexican Government has established three phases for the implementation of the new modification to NOM-051-SCFI/SSA1-2010, a key regulation for the labeling of foods and non-alcoholic beverages. This gradual strategy aims to allow companies and their products to progressively adapt to changes in the presentation of nutritional information and warning labels.

The three-phase implementation seeks:

Facilitate Adoption by Industry:
Companies have a reasonable period of time to adjust the labeling of their products and comply with the new requirements of NOM-051-SCFI/SSA1-2010.

Better Understanding of Nutritional Information by Consumers:
The gradual changes allow consumers to become familiar with the new warning labels and commercial information that appears on products.

Progressive Compliance with the Standard:
Each phase introduces stricter criteria to ensure transparent and clear labeling, promoting a more informed implementation in the Mexican population.

FIRST PHASE
From October 1, 2020 to September 30, 2023
Duration: 3 years

Front labeling: Black octagonal seals and cautionary legends were implemented to warn about excess sugars, saturated fats, sodium and calories.

Nutritional profile: Criteria based on limits per serving were established to determine the need for warning seals.

Supplementary nutritional information: The previous criteria for calculating nutrient content were maintained.

SECOND PHASE
From October 1, 2023 to September 30, 2025

During this period, the Certificate of Conformity corresponding to Phase 2 of NOM-051-SCFI/SSA1-2010 can be processed.

Adjustment of seals: The limits for the application of warning seals become stricter, aligning with the new criteria of the nutritional profile.

Reduction of sodium: The permitted limits of sodium in solid and liquid foods are reduced.

THIRD PHASE
From 1 October 2025

Full implementation: Final criteria for the calculation and assessment of supplementary nutritional information will be applied.

Comprehensive assessment: This phase introduces a more detailed and comprehensive approach to the review of the nutritional content of products.

From October 1, 2023 to September 30, 2025 (2 YEARS), the calculation and evaluation of the complementary nutritional information will be carried out with the following criteria and values:

1. Critical nutrients added to the prepackaged food or non-alcoholic beverage:

A. If added sugars are added, sugars and calories must be evaluated

B. If fats are added, saturated fats, trans fats and calories must be evaluated

C. If sodium is added, only sodium must be evaluated.

2. Second Phase Nutrient Profiles (Table).

What is the difference between Phase 2 and Phase 3?

Phase 2 (from October 1, 2023 to September 30, 2025): In this phase, specific criteria are introduced for the calculation and evaluation of the complementary nutritional information of prepackaged products, based on the values ​​of a new table of the modification to NOM-051. During this phase, it is not mandatory to evaluate all nutritional components, only those added to the product, such as sugars, calories, fats and sodium.


Phase 3 (as of October 1, 2025): All criteria will be fully implemented, requiring thorough evaluation of all nutritional components against established standards, without exceptions.

Procedure for issuing a Certificate of Compliance

We always seek to optimize your operation, which is why we offer an additional service, such as the Design Department, where changes required for compliance with your label can be made.

  • CONTRACT

    To offer any of our services, a contract must be signed, which is valid indefinitely (It is only signed once).

  • QUOTATION AND PAYMENT

    Based on the information received, a quote is made. Upon accepting the quote, payment for the service is requested to begin.

  • SENDING INFORMATION

    Information on the applicable standard, The client shares clear and visible images of the products, packaging and labels. *If applicable, image of manuals, warranties and instructions.

  • TECHNICAL EVALUATION

    The information is evaluated by a technical inspector and if any deviation is detected, a report is prepared, which is delivered to the client to make the corresponding corrections. This can be done up to 3 times (already included in the cost).

  • PASSING EVALUATION

    Upon receiving the corrected information from the client, the technical inspector proceeds to prepare the certificate. If the client does not make the corrections for the third time, the certificate will be denied and the client will again have to enter their information from point 2 of this diagram.

  • SUPERVISION

    To ensure the quality of all our processes, we carry out a supervision prior to issuing the document, where we validate the impartiality of our inspectors and their performance, as well as any complaints that may have arisen.

  • ISSUANCE OF CERTIFICATE OF COMPLIANCE
