Phase 2 – NOM-051-SCFI/SSA1-2010: Food and Non-Alcoholic Beverages
What is Phase 2 of NOM-051 and what are its requirements?
Phase 2 of NOM-051 came into force on October 1, 2023 and brings with it important changes in the regulation of the labeling of prepackaged foods and non-alcoholic beverages. If you participate in their production or marketing, it is essential that you know these updates.
What is NOM-051-SCFI/SSA1-2010?
It is an Official Mexican Standard that regulates the front labeling of prepackaged foods and non-alcoholic beverages. Its modification, published on March 27, 2020 in the Official Gazette of the Federation, introduced changes in:
– **Front labeling:** Warning labels on excessive content of calories, sugars, saturated fats, sodium and trans fats were implemented.
– **Nutritional information:** It was made clearer and more accessible to consumers.
– **Prohibitions:** The use of children’s characters, animations and elements that could attract children was eliminated.
Purposes of NOM-051
1. **Promote healthy eating:** Facilitate informed decision making when choosing food and beverages.
2. **Combat overweight and obesity:** Public health problems in Mexico.
Application in three phases
**Phase 1:** Implemented from October 1, 2020 to September 30, 2023, introduced front warning labeling and adjusted the presentation of nutritional information.
**Phase 2:** From October 1, 2023 to September 30, 2025 (2 years), the calculation and evaluation of the complementary nutritional information will be carried out with the following criteria and values:
1. Critical nutrients added to the prepackaged food or non-alcoholic beverage:
a) If added sugars are added, sugars and calories must be evaluated.
b) If fats are added, saturated fats, trans fats and calories must be evaluated.
c) If sodium is added, only sodium must be evaluated.
2. Table 6 of the modification to the standard regarding Nutrient Profiles, which is reproduced below:
**Phase 3:** Phase 3 of NOM-051 will begin on October 1, 2025, and will implement new criteria for the calculation and evaluation of complementary nutritional information.
